As the court usually appoints the guardian, and you would have to petition the court to change guardians if the guardian was court appointed, it should be in the court records.
Generally, court records are public…you just have to go down to the applicable court house and get copies of the file(s).
However, court records can be sealed for various reasons…including if a party was a minor.
